No — most international students enrol in English-taught programmes and do not need to know Latvian. Major universities in Riga offer full degree programmes in English for medicine, IT, business and engineering. Learning basic Latvian or Russian (widely spoken) is helpful for daily life but not required academically.
Yes — international students holding a valid temporary residence permit in Latvia can work without a separate work permit, up to 20 hours per week during term time and full-time during semester breaks.
